About weird blotches: The child is in a towel and wet. The blotches are probably tiny misty splashes of water on the lens.
The family in the door is just two dogs. Or one dog and an odd-reflection of it next to it. It almost looks like the glass part of the door is slatted and the dog is trying to stick it's head through one of the slats.
